J. OLIVER HEYLIGER – Chief Executive Officer

J. Oliver Heyliger is a finance and insurance professional with 45 years’ experience in the Bermuda financial services industry, primarily insurance and reinsurance. He has held operating and management roles in various areas including accounting, underwriting, broking, claims handling, captive management and executive management. His experience includes both life and general insurance and reinsurance business including ILS and other structured financial products. He has formed and managed numerous captives and commercial insurers and has been involved in the financial rating process for a number of those companies.

Oliver has a Bachelor of Science Degree in Economics from Trent University in Ontario, Canada, a Master’s Degree in Business Administration and Management from Webster University in St. Louis, Missouri, and is an Associate of the U.K. Chartered Insurance Institute (ACII) and Chartered Insurance Practitioner.

ALFRED S. MINORS – Chief Financial Officer

Alfred S. Minors graduated Linfield College McMinnville, Oregon U.S.A with double Bachelor degrees in Accounting and Economics with minor in computer programming. He has forty plus years of business experience designing, installing and maintaining Management Information Systems.

He earned a Cum Laude Masters Business Administration from Webster University. He is a Certified Public Accountant for USA, Canada and Bermuda, retired.

JUSTIN N. DOHERTY – Vice President

Justin N. Doherty was appointed President and CEO of IML on April 1, 2024. Mr. Doherty is an experienced and visionary leader with over a decade of experience in the insurance industry.

Prior to joining IML he was primarily responsible for the finance, accounting and regulatory matters for AXIS Capital’s Bermuda subsidiaries which included AXIS Specialty Limited with gross premiums written of circa $2bn annually. Prior to joining AXIS in 2019 he provided insurance and reinsurance consulting services to various insurers in Bermuda such as Renaissance Re and Tokio Millenium Re.

He graduated from the University of Sunderland with a BA (Hons) in Accounting and Finance and holds a Chartered Professional Accountant (CPA) and Fellow Chartered and Certified Accountant (FCCA) designation.

NEIL HORNER – External Counsel

Neil Horner joined ASW Law in 2003, prior to which he worked for leading law firms in London, New York and Frankfurt. He is a qualified lawyer in Bermuda, England and New York. Neil has extensive experience working on large commercial, financing, corporate finance and corporate insurance transactions.

Neil is ranked by all of the major international legal directories. Notably, he is top-ranked by Who’s Who Legal and considered a ‘thought leader’ in (re)insurance. He is also top-ranked by Chambers & Partners and is listed as a ‘Band 1’ practitioner across the board for corporate, financial services and (re)insurance. Likewise, The Legal 500 consider Neil a ‘leading individual’ in (re)insurance.

STEPHEN H. SMOOT – Director

Stephen Smoot has been in International Business Development since 1982. He negotiated over USD 900,000,000 in international contracts, including a USD 490,000,000 manufacturing agreement with the China Great Wall Industry Corporation, the commercial arm of the Ministry of Aerospace and Astronautics of China.

He managed numerous international technology development and transfer agreements with the Chinese governmental companies.

He was a Marketing consultant for Golden West Artemia, primarily targeting the Southeast Asia market. Stephen directed the formation of numerous Joint Venture companies in USA, Mexico, Afghanistan, Middle East, China and former Soviet republics. He is a specialist in offshore corporate asset protection and trust management for non-US Persons and directed international corporate mergers and acquisitions for US public companies.

He started out with his own business in Real Estate; opened the Denver, Colorado office of Marcus & Millichap, a national commercial brokerage firm specializing in the sale and acquisition of income-producing properties; developed 1,200 acres of sub-divisions in central Utah; owned and operated apartment complexes, mobile home park and ranch properties

He also worked in Oil & gas leasing, exploration and production of oil & gas wells in Montana & Texas.

Stephen is currently President & CEO of Veritas Group Limited, TORtec Group Corporation, TORtec Group, TORtec Nanosynthesis Corp, Techgrand Company Limited and Eagle Feather Minerals.

He is married and has six children and 14 grandchildren. He is active in charitable, religious and social endeavors and is a Religious Instructor (Christianity).

OPPENHEIMER – Asset Mangement

Oppenheimer works with a portfolio of offshore banks, brokerage firms, insurance companies and reinsurance companies. They offer their qualified institutional client’s recommendations on how to select hedge funds, fixed income investments, and other investments including structured products such as asset backed securities. They also provide executive services to senior managers and other high-net-worth individuals.

Oppenheimer brings over 25 years of experience working with captive insurance companies in both on and offshore domiciles.
